## Holding (summary, not the official text)

Vehicle-type rules create a legal obligation (Art. 6(1)(c)) on car manufacturers to make vehicle identification numbers available to independent operators as controllers; the Court also explained that a VIN can be personal data for someone who can reasonably link it to the vehicle's keeper.
